Maryville Council Rejects $250 UTV Permit Fee and Helmet Rule
The Maryville City Council on Tuesday asked city staff to rework parts of a proposed utility vehicle ordinance that several council members considered too strict. The council could vote on a final version as soon as Sept. 28.
The changes target two specific provisions in the first draft. One would have charged $250 for a permit to operate a UTV in the city. The other would have required both drivers and passengers under 18 to wear a helmet. Council members flagged both as onerous and directed staff to revise them before the ordinance comes back for a vote.
The ordinance has been in the works for some time. In an earlier meeting, the council continued its effort to build a framework that would require a permit to operate a utility vehicle on city streets. The details of who qualifies, what the permit would cost, and what equipment would be required have been the sticking points as the draft moves through review.
For riders in and around Maryville, the outcome matters because it sets the rules for where and how UTVs can legally run within city limits. A permit requirement means owners who want to drive their machines on local streets would need to register and pay a fee rather than simply hitting the road. The size of that fee is exactly what the council pushed back on, with the initial $250 figure now up for reduction or restructuring.
The helmet provision is the other piece under review. As first drafted, it would have applied to anyone under 18 in the vehicle, driver and passenger alike. Council members asked staff to reconsider that language. It is not yet clear whether the requirement will be softened, narrowed, or dropped entirely when the revised draft comes back.
City staff will now take the council's direction and prepare an updated version of the ordinance. That revised draft is expected to return for consideration ahead of the potential Sept. 28 vote.
Riders who own or operate UTVs in the Maryville area should watch for the final language before the vote. The permit cost, the age and helmet rules, and any restrictions on where the vehicles can be driven will all be spelled out in the version the council ultimately adopts. Anyone who wants to weigh in on the fee or the helmet requirement still has a window to do so before the council acts.
