Asbury Iowa Legalizes UTVs and Snowmobiles on City Streets

The Asbury City Council has passed an ordinance that allows registered utility vehicles and snowmobiles to operate on city streets, giving riders direct road access to local businesses. The council approved the measure at its September 8 meeting, and the rules bring the small Iowa city in line with a 2022 state law that opened county and state roads to off-road vehicles.

The new rules apply only to UTVs and snowmobiles. All-terrain vehicles and off-road motorcycles remain bannedĀ from city roads, so this is not a blanket green light for every machine in the garage. If you ride a side-by-side, you are in. If you ride an ATV or a dirt bike, the streets are still off limits.

To drive a UTV on Asbury streets, the operator must be at least 18 years old and hold a valid driver's license. The vehicle has to be registered with the Iowa Department of Natural Resources, and the driver must carry liability insurance along with proof of both registration and insurance. Those are documents you will want in the machine before you head out, not sitting on the kitchen counter.

Speed is capped at 35 mph or the posted speed limit, whichever is lower. Everyone riding in the UTV has to wear a seat belt or safety harness while the vehicle is moving. The machine also needs the full slate of required safety equipment, including working brakes, headlights, taillights, turn signals, a horn, a mirror, seat belts, and rollover protection. A bare-bones trail rig will not qualify unless it carries that gear.

There are limits on where and when you can ride. UTVs cannot be operated in city parks, on recreational trails, playgrounds, sidewalks, golf courses, or other city-owned property unless the city specifically authorizes it. Neither UTVs nor snowmobiles can be on the road between 10 p.m. and 6 a.m., so the late-night runs are out.

Snowmobile owners get their own set of rules under the same ordinance for operating on certain city streets, with the same overnight ban in place. Drivers of both vehicle types must follow standard traffic laws, and careless, reckless, negligent, or impaired operation is prohibited.

Enforcement carries real teeth. Violations are generally treated as municipal infractions, with a $250 civil penalty for a first offense. Additional penalties under Iowa law could also apply on top of that.

The city is urging UTV and snowmobile ownersĀ to read the complete ordinance before they operate in Asbury. If you plan to ride the streets there this fall or through the winter, check that your machine has the required equipment, get it registered with the DNR, and keep your license, registration, and insurance proof on hand.
